You need to config using a config panel or by connecting to the server. You can't usually just point your browser to the filesystem because they're in different places.
And you don't want your configs web accessible.

You are still playing in server that allow illegal copy of Minecraft to join.
Offline mode is made for dev who may not have access to internet and need a quick and dirty testing not for a full on piracy server for illegal copies to join
