if you want to check if the player uses your custom server resource pack, just send a request to use the resource pack via https://hub.spigotmc.org/javadocs/s...Player.html#setResourcePack(java.lang.String) and then listen to https://hub.spigotmc.org/javadocs/spigot/org/bukkit/event/player/PlayerResourcePackStatusEvent.html and check the status

You can build stuff from super micro parts but it still isn’t cheap and maybe isn’t worth it if you can find a good deal and don’t have super specific needs.
But you can also just buy an OTS supermicro box, which is probably the budget option.
A friend got a Thinkmate server and he’s pretty happy with it.
