That makes sense, the problem they have with it is reaching higher clocks but laptops and servers tend to have similar clocks
They've got a weird chip, it has better IPC than Skylake and much better power usage at low clocks but just getting the clock up high enough to match perf with Skylake makes it use about the same amount of power so higher IPC and newer process didn't translate in to a power/perf win
They probably had lining up with Skylake as a release requirement so until they went through enough iterations to get to that point it just didn't get released
