Well, the point was really that you get premium resource authors complaining every single day about "oh no I got a 4 star review"; "help this guy did a charge back"; "I want to charge a 100 dollars for my creation"; etc. The whole forums shifts from a fun hobby project to a "gimme money" and while this can be attributed to the existence of premium plugins, if authors were just slightly more mature and didn't just went completely insane with selling low-mediocre quality plugins for ten bucks, the section could have worked as just a way to allow authors to get some compensation for their work. (So on one hand you can blame paid plugins for attracting these developers, on the other hand you can blame those same developers for their stupid attitude.)

So I solved the problem, it is the plugin https://www.spigotmc.org/resources/wilderness-tp.22853/ by RoboMWM
The problem was exactly what i guessed, it got loaded to early. Accroding Spigot help, softdepend will foce the plugin to load after its soft depend plugins.
Just opened the jar and updated the softdepend list: [GriefPrevention,Vault,WorldBorder,PlotSquared,Multiverse-Core]
If anyone will have the same issue, I also send it to the dev
for future updates
