I don't quite understand how would that help. Today we have several botting services that are using bots that act like regular players. Plugin is a no go, firewall shouldn't be overloaded with blacklisted connections and etc. I don't know which firewall rules I should use to block those kinds of attacks because I don't use a very strong server as my proxy server (financial reasons; Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz, 2 vCores, 2GB ram).

I ratelimit that port so I can lower the amount of connections.

as for the 20 connection thing, packet loss is a thing, split packets, people connecting from one location is a thing, unless you have a firewall capable of deep packet inspection, all you are doing is limiting all your connections on a port, not just the ones that are causing the spam

It depends on where the spam is coming from in question. If its just a bunch of spam for server queries then I think there are some plugins that handle that, just be aware of what things can happen if you rate limit the default port.
