It's also the top of the world, so using the puppet analogy the silk would come from there. The Citadel captured Hornet, so they needed her for something, and she has special silk powers so it furthers the connection.
The workers in Deep Docks supposedly work for the Citadel, and they are controlled by Silk, still continuing their work.
Below the Citadel, the Citadel's caste are trying to get past Seth, who is empowered by some "Voice" in his head (perhaps this Voice ties into song?).
