In this case, a last gen i9 with a 3090 should be able to run the game at for example 100 fps, so if a lag spike always drops 10 frames, at least the game will have a minimum frame rate of 90 and that isnt very noticeable, but even between 58 and 60 the difference is so appreciable to the human eye....

and about your case with minecraft... there is no reason for put your framerate uncapped if your monitor cannot represent all those frames... But if your monitor is of 120hz and minecraft runs at 100 fps, the fact that your computer will try to reach those 120 fps could cause some lag spikes, so maybe limiting it to lets say 90 fps will cause no or less lag spikes

no... its an issue with the vram management of directX12 which requires lots of optimization... so when loading an asset... it loads at the same time it is spawning, not before on the initial loading screen or something, so in the attempt of your hardware of trying to represent that object as fast as possible... the frames goes to 0 on that time that is trying to dedicate all power to load the asset
