I personally think that most roguelikes have a satisfying set of core combat mechanics that encourages replayability. and the variation between runs is what makes them fun imo. I generally don't like the roguelikes that mostly give stat upgrades

Even if a barebones version of SS might have been technically complete at some point, that doesn't mean that the game is done. The line between "extra" and "main" content is not clear. SS with only the "main" content would be a slim sliver of the actual game. In HK, extra content made up the bulk of the actual game. Which is why saying "oh the main game is done they're just adding extra stuff" is misleading. It implies that the game is finished and the things they're adding are no longer an integral part of the experience, which is emphatically false
