Skarr, Mantises, Verdanians, Karaks, they are all different tribes. In Hollow Knight, tribes/clans/whatever fucking group name @ionic gale are often equivalent to race, that doesn't make it equivalent to racism though.
If I were in my own kingdom, disturbed by some person with an Ak-47, I would not see them as very approachable. Besides that, why would I even want to approach them eiher way?

Techinically a Kingdom is just a hospitable land, filling the emptyness of the desolate wastes. In a hypothetical perfect ending where the Pale King and Radiance came to terms, Hallownest would still have individual tribes (mosskin, mantises, weavers) as well as tribes that joined the overall "main" population of the kingdom (moths).

Pharloom was a land purely built of individual tribes, which may or may not have waged wars against each other. And remember, bug tribes are never truly racist, they only depict bugs as the role they fullfill in game from an artistic perspective.
The burining bugs are literal fireflies, craws known to be intelligent have their own judgement system and language, the Radiance is pretty much just the sun.

Quirrel, Shakra and Karmelita are all very skilled nonetheless, and Hornet might also compare herself from the perspective of not having inherited immense strength.

You know how masks in Hollow Knight are really weird to define? As well as shells and possibly other words. A kingdom of rule and a kingdom of land are two different things. While the Karak established their own domain, it could have only flourished in a hospitable place. Anything other than the desolate wastes is basically a kingdom, at least from all places we know of.

-The dead vessels were his last resort, and they would've been far less a cost if the entirety of Hallownest was saved. And he even feels incredible amounts of regret, as "No cost to great" implies that the cost was very great.
-Basically, the number of Hallownest citizens he tried saving would have easily outnumbered the dead vessels by a lot.
-He didn't immediately sacrifice his children like some psycho, this plan was most likely his very last resort. If there was "No cost too great", it is implied that other methods of defeating the Radiance had failed.
-He didn't have the dreamnail, which may have been the moths hiding such a way of dealing with the Radiance from him. If he had known of it, it is unreasonable to assume he would have sacrificed the vessels either way.
-If that does not make him a great ruler, consider this; Our ethics may not apply to these creatures, and relativity also matters. Comparing the Pale King to the Weavers and Grand Mother Silk, he gave his worshippers everything they could have wanted.
