If you encounter a cheater please open a ticket. Yes, there are active admins playing but especially on high pop servers its hard to check everyone. Thats why you should open a ticket when you suspect someone.

Tickets for a blatant cheater are being ignored / instantly closed.

There is no information given when I ask about what they want me to capture, or what they're expecting.There is also no information provided about how they came to the conclusion the player doesn't cheat.

It seems highly unlikely that a player with dozens of comments on their Steam profile saying they cheat, dozens of players in the Bestrust server claiming they cheat and/or straight up saying they're leaving and not joining Bestrust again BECAUSE of that guy....

Is somehow innocent. It also seems likely the same staff member is the one handeling these tickets, as to avoid other staff from seeing it maybe?
