Teleporting to a random player in game and then getting handcuffed is not an exploit or a problem on our end. I would recommend not teleporting to someone not on your team in the future. Handcuffs are just part of the game now. They were added by Facepunch in the most recent update. If you don't like them, the only thing you can do is submit an F7 report to Facepunch directly to give them that feedback. But as Luke said, if you think that someone is exploiting or abusing a bug of some kind, then your best course of action is to make a ticket so we can look into it.
