In the cases where someone is stuck on receiving data, it is indicative of a network issue. In this case, it coincides with an issue I can see with Verizon 30 minutes ago.

As for the queue in general - there aren't many servers where the queues are as long as they are here - that has nothing to do with a plan or a scheme to prevent people playing, it's simply a reality of the number of players that want to join vs. the number that can actually be supported by the server. The longer you wait in queue, the more likely a small blip causes you to disconnect from said queue
