It is typically the admin that banned you that does the review, so if they are out then you'd have to wait for them to take a look when they get back if they are on holiday.

Ban evaision usually means that you could have used another account to play on to get past the ban, used another form of ban evasion or something along those lines.
This can happen in error from time to time, so that admin that issued it will need to take a look to verify, unless another admin+ wants to take a look after reading this.

I know they will see this, so there is no reason to tag another admin/upper mgmt

Generally these things are a one off as long as you're careful with who you play with, but your existing ban would be taken into consideration regarding ban length if you were caught in a similar situation again. As for your steam account, no, server bans have no impact on your steam account
