It's like you've used a both a fade brush and an air brush, the textures don't mix, which is usually a common mistake with digital artists since they usually try shading with air brush, idk

Shades aren't smooth, rather they are in blocks. They need to be smoothed, or blurred, but must retain the texture of the brush, so you can't simply use a blur tool
