I can sort of see that, although I think in the context of the earlier conversation it makes more sense to restrict rhetoric to strictly literary techniques rather than anything that helps you get an idea across. Otherwise I guess leaving the house is rhetoric since it means more people will be able to hear you when you speak.

if you can do that you're pretty much fine
everything else is going to be like, specific enough to different jobs that you can't really anticipate those skills that early
Although I guess if you don't have a certificate like a degree in cs then you might need some proof that you're actually able to do that, like a portfolio, I guess

Ok I think the proper difference is
Low level = More flexibility, but Annoying to write stuff and also mistakes are extremely dangerous. By flexibility, I mean like a higher degree of customisability(Consider inline asm in C, for example)
On the other hand
High level = Less Flexibility, Convenient to write stuff, Less Dangerous Mistakes
ofc this means it's a weird spectrum(?) and is use case dependent (You can use convenient libraries in C++ making that high level in that case or do everything from scratch making it low level)
Like python is clearly high level, but it maintains flexibility where it matters by allowing you to customise write and customise modules in C, a more flexible language that allows you to shoot your leg.
Because like writing gcc C++ is very different from developing a GUI thing in C++
you can certainly use libraries that mimic some high-level functionalities but root problems like memory management or safety stay at the language level
and even when you have some higher-level monads like std::optional mimicking the Maybe monads, most of C++ standard libary was not built / engineered with such monads by default
