Binary is used because it's easy to differentiate between there being an electric current/voltage and there not being one. If you increase the base, then you need to define more thresholds, and either use more power so you can ensure the distance between the threshold for 1 and 2 is high enough that there will be no interference/error, or you have to deal with the possibility of error.
Plus stuff like charge is +/-, magnetic poles are N/S so it makes it correspond easily with those two, and forms the foundation of many storage technologies

Got a non-python question, hopefully it fits here (since the seemingly generic channels like #algos-and-data-structs or #data-science-and-ml still mention Python in topic):
I have dumped memory of a process in Windows. The process at some point reads a file, whose content is seen in the memory in the same form as original. When opening in hex editor, before the file content's there are two lines (32 bytes) of information that I am trying to understand. I discovered that 4 of these bytes mean the file's size (in general or memory, I am uncertain). Do you know what the rest means? If this matters, this is probably a C / C++ program, which uses zlib (don't know if it's specifically used for this file though).
