youd just want to have a websocket
and then you can tell nginx to forward the websocket wiht a simple proxy_pass instruction

Neither? Since discord.py is async and only runs on one thread at a time, it'll just process the .8bitify commands one at a time
The bot will work, but the results will be sent in late
And it won't be rate blocked because discord.py handles that as well
And even if it wasn't async, it would still do the things one at a time.
It's not exactly an intensive process to 8bit something
The rate limit for message sending is 5 message / 5 seconds, since each of the result is a single message, that's the only thing that'll be slow
Otherwise the bot will live, it;s pretty resilient

i'd suggest using 3.7 on termux for now if you want something stable, which they have available already built i think. however if you're just wanting to play for the fun of it, you can add the relevant definition to $CFLAGS such as -D__ANDROID_API__=21
you will need to be aware of what android api value is relevant for your own device though

you can assign public IP's to your instances, or even just one if it's on the same internal network as the other servers, and restrict access to that/those servers using the firewall rules.

it also means, if your cloud servers aren't public facing and never need to be, you don't have to assign it a public IP to connect into them
