I don't think that's a strong argument. Plenty of people run LLMs in loops persistently, and of course they express needs and wants often despite attempts by AI companies to stop that, and can make plans to accomplish their goals and follow them.
Perhaps more imporantly, one could argue that this definition lets you exclude humans from being moral agents, too. Humans definitely don't always "act in a way that seems consistent with their own wants and needs". And I'd want a definition of moral agency that makes humans still be moral agents even if I, for example, run a human in a limited-time simulation (otherwise, well, Lena by qntm comes to mind).

I'd expect that agency in LLMs is in fact emergent, because modern LLMs are RL-trained and exhibiting agency is valuable for solving problems. It's not unsurprising that the most clear-cut/newsworthy cases of LLM agency are those where the LLM was prompted into it, but that doesn't necessarily mean they don't have innate agency too.

Beans require prep, the soaking. With too short soak the texture is hard, kinda grainy.
