I think Trump knows what he is doing and an advisor and top mind in the US government are making use of the world as best as possible.

Like he fooled the world into believing that he will impose this many tariffs but actual tariff in effect was much lower and he used this as a strategy to negotiate. So Tariffs was unpredictable but it was definitely measured and calculated by American economists and advisors.
