You could setup vote rewards with the bot https://support.top.gg/support/solutions/articles/73000502499-setting-up-server-role-rewards-for-voting
You can configure your own handeling and posting of messages of incoming votes using Webhooks and your own service/code
Or https://webhook-topgg.com/ if you want a simple to setup solution. (This is not officially from Top.gg, but a Top.gg moderator is maintaining it)

mass DM commands are what not allowed. If this is a feature where a user can opt in and opt out, and not specifically controlled by a user to DM, then yes it is okay to have such feature.
