Votes are working fine, captcha does not appear everytime it only appears when there's suspicious of vote botting. Try testing your wehbooks once by vote test(i.e- go to edit>webhooks then scroll down> test). It's probably due to your webhooks not working.

Please understand that users won't always have the experience you may assume they had. If Top.gg allowed censoring reviews from banned members, what's the point of reviews in the first place.
A review is the experience from a user on your server. The user is allowed to express their own opinion about your server, doesn't matter if negative or not.
Use these reviews to improve your server, such as making sure to avoid such situations with users in the first place.
Also, I'd suggest reading over https://support.top.gg/support/solutions/articles/73000502503-server-guidelines since your server page might be violating the server guidelines at the moment

There is some known issues with search. So the bot page will be visible 30min after approval, search results may take 2 weeks or more before it shows
