There's is nothing to find a problem on, if a server doesn't tell you that you have voted, it might be related to the servers setup. Topgg makes a request to a so called "webhook" when a user has successfully voted. Anything beyond that is managed by the bot developers/server administrators.

Since that user decided to leave and not care anymore, voting seems to currently be functional after getting vote rewards on a rather large bot, not seeing any issues. The setup of the server or the bot they're trying to vote on was likely not setup correctly if at all.

And a year old message likely isn't gonna change that either

I'm subscribed to a counting discord bot and they offer rewards for voting on top.gg and it went without issue for several days, I unsubscribed from the reminder to vote, then last night I resubscribed to reminders and have been bombarded by push notifications
