As long as it only asks for the missing permissions it actually needs to function when trying to use the commands then that's fine. For example, a ban command should error saying the bot requires ban members permissions. However, a help command cannot request extra permissions like manage messages for example.

The commands themselves need no perms. The perms are for message events, it's an Antiscam bot so it will delete the scam (Manage Messages) and Timeout (Moderate Members - Default Mode) or Ban (Ban Members - Need to switch to this mode) the scammer.

The old owner of my server had ownership of the server that was on Top.gg. Id like to transfer over the server on the site to the current owner please.

Yes, the ownership on the server listing depends on the ownership of the discord server, we cannot change the ownership of that listing and only allow the user with the ownership on the discord server due to security reasons

The original owner can request an ownership transfer on discords end to regain ownership of it, I can otherwise not help you in regards to that
