You'll have to re-apply and wait to get reviewed again. If your bot was declined for that reason and it was true, then the BR's decline was justified and doesn't warrant a priority review. If a decline isn't due to an error on our part, you have to wait again.

You only need it to remove reactions. But at the same time it gives your bot powerful permissions to delete other messages and pin messages. Which is deemed unnecessary. If you have a problem with this you should reach out to a Community Manager. These are our bot review guidelines and we won't change them for you.
