Yes, Discord IP bans.

If you ban someone from a server, they can't rejoin said server on an alt due to an IP ban that's placed on them.

They also account & IP ban you entirely from the platform if your account is found in violation of ToS.

So TLDR: This guy or his room mate or someone he lives with probably got banned from here before. Seriously doubt it's a glitch.

But this is not a problem with the owner, but rather with how difficult these servers are to moderate + their topics

For example, it is difficult to remove nsfw servers from the website and leave the "normal" ones, because you would either need a lot of people to check it or some script that would not be 100% error-free anyway and would reject such servers
