ALLIANCE BASIC RULES - Proposed by Rockwood SAR

Article 1
Membership Expectations

1. All members must uphold the alliance's values of human rights, rule of law, democracy, transparent governance and good governance.
2. All members are required to hold free and fair elections regularly with a maximum term length of 6 years.
3. All members are expected to work together in areas of sustainable development, trade and collective security.
4. Newly applied members must follow these expectations
5. Existing members found not to uphold the clauses of Article 1 are to be suspended of their membership in a unanimous vote by other members of CALL

Article 2
Veto Powers and Limitations

1. Founding members of the Alliance (Califon, Atarashii Momo and Liberty City) are granted Veto powers. Veto powers are not allowed to be used during the vote but only after the voting has concluded. Veto is not allowed to be used for certain cases:
   b. when a vote is held to remove the veto power of a member with veto power. (see Clause 2) Only applies to the member targetted as a result of the vote
   c. when a vote has substantial majority (2/3 majoirty)
   d. when adding a new veto member (see clause 3)
2. If a member state with veto power is deemed unsuitable to hold veto power, any alliance member is able to invoke article 2 clause 2 to hold a vote on determining whether this member state should maintain or remove its veto power.
3. When the alliance is expanded by 5 members, veto power should be granted to a member state each time and the veto power state is to be nominated and voted democratically by all member states. A substantial majority is required. Veto power is not allowed to be used during this vote.
4. If a veto power member leaves the alliance, an emergency meeting should be held and a new member must be found through same procedure as clause 3. Voting must be done with substantial majority. If the former veto member rejoins, they will be considered as “newly admitted members” and not hold veto power.

Article 3
Legislative Branch of CALL

1. The Creation of the Assembly of Cities (AOC) as the legislative body of the CALL. It has the power to pass Alliance Laws which are binding in which all members of CALL must follow. Alliance Laws include but not limited to:
   a. Declare War on a non-member state
   b. Regulations including but not limited to:
   i. Trade
   ii. Health and Safety
   iii. Human and civil rights
   c. Ammendments to Alliance Rules
2. Bills are allowed to be proposed by any members of CALL. Amendments can be proposed during a 24 hours session. Final Voting must be done once the 24 hours timeframe has lapsed. A simple majority of 1/2+1 of all present member states is necessary for an amendment or bill to be passed. Once the bill is passed, it becomes law.
3. The creation of the Hall of Ambassadors (HOA) as a separate body as an organisation between cities' diplomats to sort out diplomatic issues. It has no legislative powers and all resolutions by the HOA are Non-binding.

Article 4
Collective Security

1. An attack on one, is an attack on all. When a member state is attacked, all member states are attacked as well.
