The target member state is not allowed to vote and veto power is not allowed to be used during this vote. A substantial majority is required. A separate vote would be done to determine a replacement for veto power. Similarly, no veto power is able to be used during this vote and a substantial majority is required.

• When the alliance is expanded by 5 members, veto power should be granted to a member state each time and the veto power state is to be nominated and voted democratically by all member states. A substantial majority is required. Veto power is not allowed to be used during this vote.

• If a veto power member leaves the alliance, an emergency meeting should be held and a new member must be found. Voting must be done democratic with substantial majority. If the member rejoins, they will be considered as “newly admitted members” and not hold veto power.
