The show basically tells us that Max's chapter for this show is on the decline because of lack of support from the commonwealth, hence their leadership, discipline, structure as a whole, is declining in quality

considering Vault-Tec was literally hand-in-hand with the Enclave to the point they were setting up entire systems to take over nuclear stockpiles over even the Military, I'm not surprised.

it's to the point I'd honestly would say Vault-tec is just a subdivision of the Enclave, basically their research and development as well as their secondary force in obtaining control over the wasteland.
