i recommend the ammo mod cause it's more total damage, tier 3 and 4 is preference honestly

IIRC Yes, but not in a way that helps. I haven't seen any info on it recently, but it was bugged to ignore the burst after the first shot early on, so maybe that's still a thing (ill have to check #patch-notes-steam)
