A lot of the Dragon's stats are bound to its first summon, with later upgrades providing diminishing returns. Full Dragon is a lot better than full Cell, but 1-3 slots of Dragon mixed with Cell or Terraprisma has higher overall damage output, at the cost of lower aggro range.

Also, shorter Dragons have better AI and tracking on fast targets compared to long ones.
