Cell staff is definitely the better choice

50% more damage than dragon, applies a stacking DoT debuff, never misses + instantaneous displacement, AI actually focuses important things rather than that slime that's offscreen.
That said, dragon is okay for invasion situations, because cells don't pierce, but that's not most situations.

First, probably don't play summoner with recent patches. It got nerfed to oblivion and back.
If you want the challenge past that though, I'd say make sure you have pygmy necklace, if you're in expert have shield of cthulhu equipped, and then probably cobalt shield or upgrade thereof.

That said, dragon is okay for invasion situations, because cells don't pierce, but that's not most situations.
