A lot of mods on Xbox are designed for Xbox, and miss a lot of features compared to their PC counterparts

Look at fallout 4’s huge gas mask mod.
Ignoring its size, since that’s irrelevant, it lacks the hotkeys that PC has, for obvious reasons.
To solve this, they made items to do what the hotkeys do normally
Another important thing is that certain things are less ‘allowed’ on console. this can also be seen in fallout 5

Another point is that t mod loader isn’t (iirc) made & updated by the terraria team, and is instead done by a separate group of people, endorsed by relogic

Hope that answers your question as to why just because other games have mods, doesn’t make it easy

Tbh, we would be unlikely to get big complex mods like Fargo’s soul, or calamity, due to things that just aren’t on Xbox, such as multiples buttons, unless they make it only accessible to those with keyboard and mouse (extra hotkeys) which may make it less fair for those with controller, who also want mods.
If they do add mods, it’s likely that they’ll mostly just port quality of life mods, or mods like magic storage
