If you're lucky and got the handgun killing skeletron you can make the Phoenix Blaster

here are my tips for third phase:
-count, and don't panic, he always does a loop of dashes going from 1 dash, to 2 dashes, to 3 dashes, and then back to 1 dash, counting out loud or in your head can help a lot in keeping track of how much you need to prepare yourself for
-use vertical movement to your advantage, his dashes target a very limited angle due to him always going from the sides of you, so going up and down when he is about to do his dash is the most reliable way to dodge him
-you can use mounts to support you in mobility, mounts like the Gelatinous Pillion can significantly improve your vertical velocity, so, it can help dodge third phase easier if you get used to it

there's always Golf Cart, but since you're trying to practice, i would advise against it, since it's not like you're always gonna have it for playthroughs
