It needs to be shadow paint not black paint, and you need to actuate the balloon blocks (the blocks below can be actuated too but it makes more sense to just paint walls with shadow paint so you can place stuff in front of it)

i had that issue, its most likely one of your workshop mods. disable them a few at a time and check if it appears

as they vary for regular or deep

& deep is usually more saturated
