They just keep making unnecessary changes to try and "improve" the HoC, but they don't address the issue of people still farming with low-level accounts, some even using VPNs. If people don't report them, even the administration doesn't take it seriously. There have been cases where players using VPNs have been leveling up an account for months, and some moderators weren't even aware of it until the players themselves detected and reported them. And the rule against account sharing has been in the rules from the beginning. However, since the HoC started, I've noticed how people share their accounts, even paying others to do their HoC for them. Others exchange accounts to help each other out, and most noticeably, there are people who have consistently been in the top spot for several consecutive HoCs. I don't doubt that some people have free time to farm, but there have been players who got there thanks to sharing their accounts.

But yes, they use third-party programs for that. If there were something like that within the game itself, I feel they could counteract it, but of course, having so much information about profiles and players is a whole other issue
