Usually cars with stupid paint jobs, known as '4d' or 'modded' paints, its just a bright colour, on a metal/worn/epsilon base (something not easily obtainable), giving it a shiny texture, with a pearl. They have F1/Bennys on non F1/Bennys cars.

for example

This has:
metal base (giving it a less shiny than chrome, more shiny than metallic look, although cant see well here)
custom crew colour
fluorescent blue pearl and interior (difficult to obtain, will need merge with another car that has it or a mod menu)
f1 wheels that match interior
headlights/neons/smoke isn't that special but it matches

The term modded is because most of the time the easiest way to make one is with mods, although some can be made with merges if you know what you are doing.

i can make any one of those of those on pc in about 2 minutes, apart from the unreleased paints ofc. i can see why people do it on consoles and think its cool, merging can be tedious.
