as far as I know, businesses are locked behind a certain mission that you find early on, same with garages/hangars

story mode doesn't work the same as online, it doesn't have any houses you buy and there aren't tons of properties to own. by the sounds of things, you're using a menu to get that money lol - if I were you, play it legitimately the first time and see what you can do
