Yes, the weapon workshop allows you to buy weapons/gear at 5% off, and also upgrade select weapons to their MKII variants. THe agency literally becomes your only place to re-supply snacks (free) & weapons/armor at one place. It's amazing.

if you've purchased the heli pad at the marina, just borrow a buzzard at zancudo military airbase, and land it on your helipad, After this the buzzard will be your own vehicle. Just use it then
