The Sparrow is good, but the Oppressor MK2 is better.

Yeah when I tried doing the Agency again too quickly it just said it couldn't process the transaction and I didn't get any money. But twice now the finales shown "Transaction pending" way longer than it should and that's when it didn't save the finale for me, both times just around when the weekly change happens

Agency is definitely worth it. And even if you mess up the replay it only takes about 45 minutes to and hour to get back to the finale once you know what you're doing

Nope, an Oppressor can help with speed for most missions but you can also request a free helicopter from the receptionist if you don't have one
