My question is, if I buy the vehicle off of someone that has it applied will the livery be unlocked for me? Or if I change it will it still be locked?
I would like to know this so that if I buy this vehicle from someone I know not to change the livery!

You could buy the car with the livery from another player, but this will not unlock it for you. If you remove the livery from that vehicle you will lose it. That livery was obtainable by buying the car from LSCM on the week it was out. You can use the vehicles LFG to ask for it.

Some guy kept killing me before I could get there, so I just stole a vehicle, and then that vehicle became my personal vehicle when I entered my garage with it. So now I can't find my penetrator in any garage. Is it lost forever?

I heard there's a way to see a list of all the cars you own by calling the mechanic or assistant, but whenever I call the mechanic he's busy, and whenever I talk to the assistant, it's just the same menu with no car list option.

It’s personal preference, but my go to is the MK2 for daily grind. If I need to fly accross the map and have no fast travel close to me and don’t want to switch sessions I call buzzard or sparrow.

The bonus of converting helos in the hangar is that it lets you upgrade and paint them. Like the buzzard, it also allows you to have multiple. You could have a Pegasus, a ceo and a personal buzzard out at the same time.

For educational purposes, "pocket" vehicles are non vehicles that can't be stored in most garages, stored inside of the MOC (mobile operation center). This allows you for example to request the vehicle in the back of the MOC through the interaction menu and receive whatever is there. Have you tried deleting the game's cache? Because when you delete the game but not the cache the game's cache will still remain.
