Juggernaut is probably the most likely to spot bodies given his patrol pattern and sightline.

I just walk up to him and pointblank him with the Assault Shotgun you get with the Aggressor Loadout.

Arena Workshop is cheaper to meet the requirements. I did the calculations earlier. One sec I will go back and check.

1.225m + 955k + 3.75m + 180k = 6.11m to get the Vigilante rockets. And that is not counting the Bunker cost.
FYI:
1.225m = Base cost of MOC
955k = Cost for the Vehicle Workshop modification
3.75m = base cost of Vigilante
180k = cost of the missile switch.

For the Arena Workshop:
955k base cost.
730k I think for the expert.
180k for the missles.

The Kosatka is the best "business" but requires doing setups, which you don't want to in the first place.
The Nightclub is the best passive business in the game, but requires multiple other businesses, which you also don't want in the first place.
