You could do that in a few ways and depends on what things you are wanting them to do/not do. Are you not wanting them to use probot at all? or just not have mod access?
Usually each section of probot or any bot allows you to set the perms of which roles have access or are allowed to use those commands

Well if you are refering to moderation / editing purposes then you create a custom role in your discord and add the roles here, but this is only for moderator/admins who will use moderation commands
