the caveats are that

1. the input needs to comprehensible. Just randomly listening to full-speed german won't help. If it did, a lot more weebs would be fluent in japanese. Think about how babies have a parent pointing out things like birds to them and repeating the word over and over instead of just talking about newton's laws at them at full speed the second they are born.

2.You can speed it along to some degree by learning patterns and memorizing vocabulary. As adults we have the ability to reason and you should put that to use.

the nice thing with Dutch was that there were no courses I could take in my time zone, so even though that sounds like a negative it forced me to do things like watch shows and read in order to learn, which as it turns out is the most effective way to learn a language anyways

You should try covering all these skills: reading, writing, listening, speaking, grammar, vocab.

If you are new, you won't be able to "listen" easily because it takes a while to develop the skill to understand spoken words. Just listen to beginner level audios for a while and try to hear the words without worrying too much about if you understand it at first.

The goal is definitely to get to a point where you can converse with others. When I spent two months learning Swedish (the Swedish guy I dated dumped me so I stopped) I was able to join a conversation group and read a B1 level book after just 2 months following a very similar routine.

I disagree. You can certainly do more than an hour, especially if you are incorporating a lot of reading/watching. An hour a day is only 7 hours per week. For some people it will be hard to progress well with that number of hours. Some people need 10+ to see meaningful progress. It depends on the person though, it's not something you can give one rule for everyone.
