because it originally WAS pronounced. for example, the ɣ (gh) sound in kağıt (paper), which comes from the persian word kaghad, just ended up disappearing in istanbul turkish but remained in the orthography. the word "oğul" (son) was originally pronounced with that sound in old turkic but it ended up disappearing too.
in some dialects, while it can change from word to word, you can still hear the ğ being pronounced
