in the Asura engraving you can only generate meter by switching between shock and stamina skills therefore wealth runes don't affect it, iirc it is 26 skillls to generate full meter

From the guide if you scroll down```Unlike other similar builds, your skills don’t have a direct contribution of their own. Instead, your meter fills up by 4% each time you alternate between Stamina and Shock skills. This effectively means that you need to use 25 alternating Shock & Stamina skills in order to reach 100%.
