There are new books for +16-+19 and then new books again for Tier 4 11-14. Each book only works for those levels on that specific set of gear
If you do Arkesia Tour youll get most. Level up to 70 gets most of the rest. The last few, if you search for Skill Point Potion in the Codex itll tell you where to get them

Didn't see an answer to this, but tldr those skills suck and you should just go with whatever it has, of course the combat stat will be spec, if you meant the pet ranch ones which is a completely different thing, probably additional damage, main stat and bonus vs X thing you're killing, demon is the most common
