Yes and no. It is true that most players are already at the higher ilevels to be participating only in those higher brackets. But there could be some players out there in the same ilvl bracket as you do who wants to do chaos gate too.

Although I think it's just best you should put off doing chaos gate until you get into higher ilvls. Really not much rewards that you can benefit most with.
