ilvl 500 starts a lot of those dailies but its pretty dead content for a long time still. At ilvl 1580 in tier 3 you really start getting into raids and more important stuff

Endgame isn't judged by combat (character) level. It's determined by item level. Endgame starts at around.... 1580 or so... And the newest gear tier of content starts at 1640.

so yeah 1620 is the front door transition into tier 4 gears, putting you at 1640 with just the relic gears. 1660 is the start of the full transition into Tier 4 Ark passive system
