1580 is when you get the Brelshaza armors up to 19 then you do a soft reset from 19 brel to 12 akkan, the powerpass skips that

What is quality tapping?
The higher the quality of the gear the lower the chance of successfully quality tapping so like a 3 quality gear would have like 97% chance of success while a 67 quality gear may have like 5% chance of success, the stones you have for quality tapping are limited too so it's a tricky and very rng process, when you succeed your quality can jump to any number so for example a 3 quality gear could jump to 100 quality(the max) or even just go to 4 quality, as I said it's comepletely rng. The reason why you may keep lower quality gear is to take the chance of quality tapping and hopefully jumping to a high quality number in one success but it's all up to your luck, really it's a gamble xD
