Item level is what you look at for power level measurement and how you unlock stuff along the way, so 1380 is kinda low, using the pass which will put you at 1520 will make you save a lot of time and resources
Do note it also skips the story, so unless you reaaaaaaally care about it just use the powerpass

i have game on low 1080p on my rx 460 2gb and gpu is like 20% a lot of the time, but cpu 100% because it's old, your main issue with this game should be the CPU
